Haiti-Brazil Colloquium
In December 2008, the University of Ottawa brought together over 70 Haitian, Brazilian and Canadian researchers and practitioners to discuss the challenges of stabilization, reconstruction and development in Haiti.
In the wake of this colloquium, a report was produced, entitled "De la stabilisation et la reconstruction au développement. Enjeux pour Haïti, le Brésil et le Canada", to summarize the highlights of the discussions, including the new models of tripartite cooperation and the specific challenges related to food security and agriculture, public security as well as violence reduction. Additionally, the report offers recommendations for discussions to be held in Washington in the near future, in the context of the International Donors Conference on Haiti.
The report stresses the importance of articulating the implementation of the National Police reform plan to revive the reform of justice. It also focuses on the development of a national strategy for integrated rural development and the necessary international support for this strategy to be fully effective. It stresses the need to strengthen the State of Haiti, both at the administrative level and in terms of the democratic process. Finally, it identifies areas where tripartite cooperation between Haiti, Brazil and Canada could strengthen the bridges between short-term stabilization and sustainable development.
