The current financial and economic crisis is resulting in a significant shift of risk from private to public sectors. This raises important issues that shall be revisited for the design of social policy such as pension policy and employment insurance. A framework will be discussed for future social policy initiatives
Dr. Jack Mintz holds the Palmer Chair of Public Policy at the University of Calgary. He is former President and CEO of the C.D. Howe Institute and Arthur Andersen Professor in the J. L. Rotman School of Management, University of Toronto.
